Flood damage is not the same as a burst pipe. Floodwater carries soil, sewage, fertilizer, fuel, and bacteria. It enters the property from outside, often soaks for hours or days before extraction can begin, and is excluded from standard homeowners insurance.
Per IICRC S500, floodwater is classified as Category 3 (black water) by default — requiring full PPE, removal of porous materials, EPA-registered sanitization, and mold pre-treatment. Coverage requires NFIP or private flood insurance. We document the scope to FEMA standards and bill the appropriate carrier.
